The European Commission plans to introduce EU-wide criteria defining when used and waste textiles cease to be waste. Proposals for an Implementing Decision are to be presented in the fourth quarter of 2026. The Commission will also seek feedback on the drafts, as indicated by the recent creation of a still-empty consultation page in the „Have your say” section of the EU authority’s website.

One set of criteria is intended to cover the preparation for reuse and remanufacturing of textiles. A second set is to clarify the transition from waste back to product status in textile recycling processes.
